I installed all French language packs and tried LANG=fr_FR.utf8 /usr/share/apport/apport-kde gnome-panel
but I did not get a crash (your original crash was in the error dialog when the upload failed, probably because you did not have an Internet connection; I tried the same) However, only very few strings in the Apport user interface are actually translated into French (or into German, for that matter). Was that the same for you?
