OK, I have found that this was a complete red herring.  In 9.10 I had
added a routine into /etc/pm/sleep.d to get over the /dev/mmcblk0p1
problem with sd cards.  Because I no longer have the mmc card mounted,
'umount' instruction in the suspend section was causing pm-suspend to
fail and do an automatic resume.  I just commented out the umount
/dev/mmcblk0p1 line in the umount_sd script and now suspend works
fine..... sorry for any confusion I may have caused.  I got the lead
from looking at /var/log/pm-suspend.log, in case that helps anyone else.
