Public bug reported:

Binary package hint: lxpanel

I don't use a display manager like lxdm. I just run startx when I want
lxde. On a fresh install or running startx on a new user account,
lxpanel is just blank white. I can't right click or do anything with
it.

I did find a way to get it working. You must first run lxdm ONLY ONE
TIME and login. After that lxpanel works fine. I can now run startx
from the terminal and lxpanel is fine. I guess lxde is setting or
adding some configuration that lxpanel needs to start.
