  Some files, like /etc/cups/printers.conf* and
  /etc/cups/subscriptions.conf*, store some information that is dynamic
  (updated regularly by cupsd). I think those files belongs to
  /var/lib/cups or something, since /etc is supposed to be "static" (for
  instance, I use etckeeper to track /etc changes, and is very annoying to
  see how some configurations files changes when I don't do anything to
  change them).
