Network Manager *never* auto-connects to an access point automatically
unless the AP has been used previously.

If you've connected to an AP by accident, and no longer wish NM to use
the AP in the future, then the connection can be deleted using the
"Edit-Connections" application.

I'm marking this as Invalid, as it's working as designed.

If you can prove that NM is automatically connecting to an AP without a
user first initiating the connection, then by all means please re-open.
