I have the opposite experience (new bug or related?): Case 1: receipt asked. Click "no" --> receipt sent. Case 1: receipt asked. Click "yes" --> receipt sent (with slightly different subject).
Case 3: In Preferences -> Mail Accounts -> [account] -> Defaults I set "Never" for "Send message receipts" option. Send a mail including a request --> receipt is sent. Steps to reproduce: 1. Set "send message receipts" to "Never" or "Ask". (didn't test the 3rd case) 2. Send yourself a mail including a message receipt (insert -> request read receipt) 3.
