I've got the same problem on my Samsung R730, I suspect it's gnome-
power-manager because the screen brightness does not dim when I unplug
the AC after Ubuntu has loaded and it does not get brighter if I plug it
in when Ubuntu has loaded.

Also, Fn + Up / Down should alter the brightness, but it doesn't work.
