Sorry, I was away for a while, please excuse the late reply. I can't tell you when it happened, but if I check my current installation, karmic, synaptic is dependent on hicolor-icon-theme and indeed I haven't seen the issue in recent memory. Thanks for your time in checking up on these smaller issues, I know it's not always easy of frustration free. I appreciate your efforts.
