I have a similar problem on a 6.06.1 server - the issue revolves around wether the server was shut down or cut (ie power failure). if it shuts down, dhcpd will start fine. if its cut (or otherwise not shut down properly) dhcpd fails to start on boot. I havent investigated the cause though (i have no idea what i'm looking for).
