This just happened to me after an improper shutdown. Removing the stale NetworkManager state file:
sudo rm /var/lib/NetworkManager/NetworkManager.state ( per http://wiki.archlinux.org/index.php/NetworkManager#Network_Management_Disabled ) fixed the problem and restored functionality.
