Jeremy,

The error occurs in conjunction with WUBI. Later updates of the
updates of Karmic  do not display the kernel panic message but also
fail to boot properly.
update 19 and 21 silently fail and reboot
update 20 display a message that the kernel needs loading

The problem may well be related to the combination of Wubi and grub.
When I install maintenance I lose the boot menu in grub. A work-around
I have found to work is to manually enter the grub commands and
booting the version 14 and then reinstalling grub-pc and updating the
grub menu.
