What the reporter was asking for as i understand it is for the following: 1. back up bookmarks as a .json file 2. back up new updated bookmarks as a .json file 3. they should compare and spit out a bookmarks file .json where it does not repeat any of the same bookmarks.
I do not see a way for Firefox to implement this but rather someone should make an extension or a scrip that does this. Next step i would say would to be to follow up on this by filing a bug report upstream or find someone that is willing to build a script or extension for this.
