Unfortunately, this is more a hack than a fix.

In this way you make password stored in a system accessible file rather
than in a user-private database.

The real fix is to have gnome-keyring-daemon properly started.
Apparently in some cases the daemon is not started or maybe dies.

For sure it is not started in kubuntu, which makes nm-applet unusable in
kubuntu.
