Binary package hint: hevea
There is no need to keep a dependance on ocaml-base-nox.
Just compile the package with native-code option.
Yes, maybe this is against ocaml debian policy but _users_ don't need to
keep the same constraints as debian developers.
BTW, this may help to close #14414 and #525331
