In my case, this turned out not to be a kernel problem.  As suggested by
Cilidariu Mihai-Daniel, the problem was caused by a missing
/etc/fancontrol configuration, without which the fancontrol daemon will
not start.  pwmconfig was helpful in generating a config file, and with
some tweaking, I got it all to work.

So, it seems the root of the problem is a missing config file.  A correct one 
would be different for nearly every system though, so installing one with the 
operating system would probably require a database matching common hardware to 
appropriate configurations.  I don't know if such a database exists, but it 
seems to me it would be a worth-while project if Ubuntu wants to be competitive 
on netbooks and laptops.  This wikipage looks like a start:

At the very least, this should be documented somewhere obvious like in
the Ubuntu release notes, so regular people get a hit at where to start
instead of assuming Ubuntu is just plain stupid about system fans.
