I'm having the clock skipping issue on my Ubuntu 10.04 32-bit install (EeePC 1000HE) - it appears to be fine on my 2 Ubuntu 10.04 64-bit installations (Q6600 Desktop, E8300 Desktop).
I've set the time on all machines to update via NTP.
