This is affecting me too. Oddly it doesn't seem to affect 9.10 update- manager talking to the 9.10 apt-cacher, but the 10.04 update-manager fails when talking to the 9.10 apt-cacher.
This basically makes apt-cacher useless for the 10.04 machine right now since it simply update-manager refuses to run if it hits this 'error 104' issue.
