Public bug reported:

I am using Ubuntu 9.10 and want to upgrade to Ubuntu 10.04 via Alternate
installation CD.

in the step of installation in 'Include latest updates from the
Internet?' ; It asks for whether to apply the packages available online?
and also says if I chose 'NO' ; no network will be used.

I chose NO

Still while at the 'fetching the packages' stage; it searches for the
online packages and do not proceed.

It shows about 1943 packages to be fetched, It reaches to about fetched
1243 packages --- then it again starts from 1st package until it
reaches 1243 and the cycle continues and never ends.

** Affects: ubuntu
     Importance: Undecided
         Status: New
