Richard, can you add to /etc/apparmor.d/usr.sbin.ntpd:
/var/log/ntpstats/peerstats* rwl,
Then perform:
$ sudo apparmor_parser -r /etc/apparmor.d/usr.sbin.ntpd
And report back if it fixes the problem for you?
