I am struggling with the sme problem for months and If I'm able to
recall in my memory The bandwithd package never installed/run properly
after first installation.

upon re-installation in order to get the programm running this error
came up.

The only thing I (we) need is to get rid of this package. Because of
this error I am not able to do a dist-upgrade or upgrade or install
anything.

Is there a way to get rid of this package in the installation/apt script
or a way to omit and proceed any upgrade without this nasty product.
