To reproduce this bug, simply make one of the two panels auto-hide. If
you are still able to access the panel, you should also uncheck the
"expand" option. I'm not sure, if the name of this option is "expand"
and I cannot check it up anymore, because I just made my panel auto-hide
and now I'm lost until I reset the panel options ;)

It must be a nightmare for new ubuntu users to lose all control by
simply making the main panel disappear. This should be fixed soon.

I'm using a Dell Mini 10v with UNE 10.04 in desktop mode (not the
clutter interface).
