I tried deleting the entire cache and starting over but no matter what I
do this always seems to end any attempt to upgrade.  I tried to use
synaptic to reinstall debconf but it was unable to saying "E: debconf:
subprocess installed post-installation script returned error exit status
1"

This is what I got in terminal when I tried to upgrade that way.

Unpacking replacement debconf ...
Processing triggers for man-db ...
Setting up debconf (1.5.28ubuntu4) ...
debconf: DbDriver "config": /var/cache/debconf/config.dat is locked by another 
process: Resource temporarily unavailable
dpkg: error processing debconf (--configure):
 subprocess installed post-installation script returned error exit status 1
Errors were encountered while processing:
 debconf
E: Sub-process /usr/bin/dpkg returned an error code (1)
