On a clean installation, I did the following:

r...@famzahpc:~# nvidia-xconfig

WARNING: Unable to locate/open X configuration file.

sh: pkg-config: not found
New X configuration file written to '/etc/X11/xorg.conf'

It seems that "nvidia-xconfig" depends on "pkg-config". Fixed and
confirmed by:

r...@famzahpc:~# apt-get install pkg-config
r...@famzahpc:~# rm /etc/X11/xorg.conf*
r...@famzahpc:~# nvidia-xconfig

WARNING: Unable to locate/open X configuration file.

New X configuration file written to '/etc/X11/xorg.conf'

No more "sh: pkg-config: not found".
