This is an intermittent issue. I booted to the desktop (autologin) and
had the obscured panel (attached above). I logged out and back in, and
now it is fine. I don't know how to determine whether or not it is a
compiz issue. I could disable compiz for a week, and if it doesn't
reappear - that might be an indicator. But hardly proof.

I performed seven reboots just now, and only the last reboot took me to
a desktop with the obscured panel. It had been my perception that 50% of
the boots gave me this problem.

How can I disable compiz completely for the next few days?
