I encountered the same problem. I bought a brand-new Acer notebook, so it should not be a problem of machine capacity. Ubuntu 9.04 runs perfect on my computer, but in Ubuntu 10.04 my internet connection took forever to be established. Also I ran Transmission torrent-client and it took minutes for the window to appear! In the system monitor none of the listed programs occupied any CPU capacity, it was all "0". I changed back to 9.04 now...
