I've had the same problem with Citicard for years. Easiest way to login is to right click somewhere in blank area before anything else. That will give you a flash menu. Click on the Run. Then a continue, continue, close will let you use the user name and password windows as they should.
I have talked to tech services at Citi 3 times over the past couple of years about this problem and it will never be fixed it doesn't seem. My final solution was to quit using their card and switch to Capitalone.
