After playing around with the latest mainline kernel some more, I noticed a new
cpufreq interface called bios_limit that describes the bios reported maximum
speed. According to the kernel.org changelog this interface was added to help
users debug bios imposed limits. This is the root of the problem (buggy bios)
so I'm now marking this bug as invalid.
