I had this pop up a couple times win 9.10, and it was usually fixed with a reboot. Just had it crop up again in 10.04 and no amount of rebooting fixed. I had to create a launcher on the desktop to run gnome-panel.
Woke up turned on computer, walked out of the room Came back a couple min later. No panels and the "Theme" was wrong.
