I am commenting here and removing the duplicate status because I am
unable to reopen bug #395666.

Disabling this feature by default is silly.  I have used it on my laptop
for years, and it's perfectly accurate enough.  At the very least it
lets you know if you have enough juice to finish watching a movie.  The
alternative is to go mucking around in a text file, or run powertop in a
terminal.  There's no reason to _remove_ a feature that most users are
accustomed to seeing.  Just because one or a few devs have laptops that
have inaccurate battery reporting doesn't mean the rest of us do also.

Sure, KDE should reenable it, but Kubuntu should patch the default
config file in the meantime.  There's no reason not to, and every reason
to do so.  It's a standard feature!
