I have a similar issue that may be a manifestation of this bug as well. I'm using Korganizer (3.5.5 on Edgy) with an Exchange 2000 Server calendar. All events between March 11, 2007 and March 31, 2007 show up one hour earlier than they should. On April 1 and beyond, events appear at the correct time. (April 1 would have been the DST changeover date prior to this year's new rules.)
I am also able to confirm the original bug scenario by opening the calendar from http://fridge.ubuntu.com/event/ical/all/all within Korganizer. All events between March 11, 2007 and March 31, 2007 (inclusive) are one hour earlier (compared to the online calendar at http://fridge.ubuntu.com/event) My system time and /etc/localtime appear correct for the new DST rules.
