To clarify, the problem is that the "sheets tabs" are hidden. It is
still possible to navigate them by double-clicking the "Feuilles 1/7"
text but it is not obvious. Resizing the sheets tab area manually
resolves the problem temporarily (once you know you can do that) but
when reopening the document the tabs are hidden again.

Attached file problemeooocalc.png illustrates the problem. There are 7
sheets but there is no obvious way to navigate through them. This is not
entirely unlike bug 341757 but no split view is involved.

I am not aware of any change before the problem started to happen (some
packages might have been updated automatically). This happens with
multiple users, multiple documents and multiple formats. It doesn't
happen immediately when creating a new document but I cannot find what
manipulation (if any) triggers the problem.
