Yes, it still occurs.

Version 2.0.1 is used in the "Debian unstable branche", in "edgy" and in
"feisty". They all have that problem. Also the stable version 2.0.4 from
gqview.sourceforge.net has that problem.

The development versions from gqview.sourceforge.net are okay. I
downloaded the rpm and converted them with alien. Currently I use the
beta version 2.1.1, but also the newest beta version 2.1.5 runs without
problems.

TEST:
I used the feisty herd-5 liveCD for a test.
The attached test files are fake digital documents. 
Start gqview and go to the general preferences (press Ctrl+O).
On the 'Image' tab:
- Fit images to window: on
- Preload next image: off
Use cursor-down or use the mouse to view the test files. The images turn black.
With preloading the problem only occurs when selecting a few different files 
fast. With the preloading disabled, the problem occurs every time when a file 
is selected.
Resizing the window will draw a good image.
