Public bug reported:

Sshutdown don't works. PC stopped a few seconds then restart. Solutions
: press the powerbutton or press 'c' in the grub menu (grub-pc) and
command 'halt'.

Seams to be the same bug as 498607 fixed.
Solutions in this 498607 report : 
1°) #43 No /etc/default/kexec in my /
2°) #42 /etc/init/network-manager.conf : What 'stop on runlevel [06]' is doing 
? Should i try it ?

I think it's different from new bug 571488.
