I have the same problem with Dell Vostro 1088 for shutdown and restart. For clicking "restart", I can turn off the computer by pressing the power button when it freezes at the restart splash screen. For clicking "shutdown", the computer hangs at the shutdown splash screen and has to turn it off by pressing the power button for 3 seconds, meaning forcing the motherboard to shutdown the laptop.
