This application is available as a package in my PPA:

It features proper man pages, two executables (openstv and
openstv-run-election) in /usr/bin, a desktop file (for a GNOME menu entry) as
well as a set of icons. I intend to request an upload sponsorship from a Debian
PAPT member.
