The LANGUAGE environment variable in this bug report shows that you can indeed
change the language. Your value seems to be "LANGUAGE=it_IT:it:en_GB:en_AG:en".
So, maybe the issue you are reporting is simply a misunderstanding of how that
tool works.
You drag the language entries to your preferred order. If a translation for the
first language is not available, the application will try the next language in
that list. The entry "English" is always the last entry in the list. All
entries below "English" are ignored and will appear in grey colour. If you want
to change your desktop language, drag the desired language to the top of the
list.
