I'd like to second this request, and add that this functionality would be useful for all imported directories, not just the Photos folder. My photos are stored on an external hard drive, so the ability to monitor any imported directory would be great!
Under the current behavior, when editing files in an external editor then returning to Shotwell, my only recourse is to re-import the directory. When I do this, Shotwell creates a new "event" with the same name as the existing event, just to contain the new, edited image. If Shotwell were able to monitor directories for changes and display new (and changed) files as they're created, this would be avoided. Thanks for the best app of its kind to hit Ubuntu yet.
