Binary package hint: apturl

On Lucid, if I provide an apt://ubuntu-restricted-extras  link and
instruct users to click it first thing after installing, it doesn't
work.

This is either because 1) Software Center hasn't been opened yet and
universe hasn't yet been enabled, or 2) the initial apt-get update
hasn't run.

It would be nice if apturl could detect whether the system had ever
successfully run apt-get update and thus obtained a somewhat fresh
package list.
