Public bug reported:

Binary package hint: mountall

mountall doesn't treat gfs2 mounts the same as gfs, ie. remote.

Recreate:
Setup and configure remote gfs2 filesystem to mount automatically at boot time 
in fstab without noauto option.
reboot always fails on fsck.

Possible solution:
attached patch makes mountall-2.15 treat gfs2 as other remote filesystems 
solves the problem.
