This was my first attempt to install from the provided CD; previously I had installed from one I burned of the 'net. I have a SWAG, based on my previous experience which is supported by Comment#6 above.
I normally mount /usr as read-only, and keep /usr/local on a separate partition. It lets me keep my own "stuff" out of yours. But, that means there was an existing /target/usr/local at some point.
