iinitially it will change the order but give you a dialog to revert,
but the first time you select a theme and don't revert, or you choose a
theme that gives you an error message, then you will no longer recieve
the dialog.

the following are absolutly bugs and need to be fixed.
 1) it changes the order, when the theme doesn't specifiy an order. this
should never happen.
 2) it stops giving youi the option to revert button order, on theme changes,
after the first time you change themes and don't revertthe button order.
 3) if the selected theme gives an error message, then you can't revert the
button orde

However changing the order. then asking to revert, is also bad behavior.
if a theme suggests a button order, it should by default not change the
order, but give you a dialog asking you to allow thge change ( the same
way it does when a theme suggests a background).

Personally I don't thing this should be considered low importance.
This bug directly effects the user experience, and badly reflects on
ubuntu.
