Binary package hint: indicator-applet

It appears that the indicator-applet menu is being a little too smart
for its own good.

If I have a root terminal session open on a Linux TTY (non-X), and then
log in to X as a normal user, the indicator-applet is missing the
suspend and hibernate options.  No explanation is given of where they
went or why they aren't present.

The shutdown button *IS* still present, but pressing it pops up a
message stating that "system policy blahdeblah other users logged in
blahdeblah" and requires my password to continue under assumed
privileges.  This is proper behavior.

I recommend that whatever check is being performed by the indicator-
applet to determine the system's ability to suspend or hibernate be
reevaluated; a situation where suspending is temporarily not allowed due
to another logged-in user does *not* mean the system will never be
capable of suspending.  Removing a button users expect is, regardless, a
severe papercut.
