Further analysis of this shows that the 'kvm' process executes and then dies. The 'qemu-ifup' script is not executed so the kvm process must die before then.
Running the domain by hand (the output of 'virsh domxml-to-native qemu- argv ubuntu.xml') as root works as expected.
