Public bug reported:

Binary package hint: gdm

I've tried this with both versions of Lucid Desktop 32 and 64 bit on 2
different computers (with and without the proprietary drivers) and the results
are the same. Both computers have in common the ATI graphics. One is an
integrated Radeon 4200 and the other one a Radeon 5770. The computers boot
normally but for the desktop to load (icons and panels ..etc) I have to wait at
least 25 seconds. I have 2 case scenarios:
1) If I leave the automatic login activated I hear the login sound at boot, but
the screen remains black for about 25 seconds (with the the white mouse arrow
on it) before loading the desktop.

2) If I use the login screen, after I type the password to log in, I
hear the login sound, I see the the purple background and it hangs here
for about 25 seconds before loading the desktop.

In both case I can move the mouse on the screen , but the desktop loads
after ~ 25 seconds. I don't see any hard drive activity during this
period. Karmic doesn't have this issue on these computers. I have used
it and it works fine. I will test this next week with a few other
laptops with ATI integrated cards and I'll post the results as soon as
possible. I'm not sure that this is due to the ATI cards but I'll
investigate further.
