Can it be that you have a KDE application installed on your system? As long as
kdelibs5-data is present or going to be installed on your system, kde-l10n-engb
will get installed automatically.
So, kde-l10n-engb is not the culprit here, and it doesn't depend on the whole
KDE system, only on kdelibs5 or language-pack-kde-*.
But the key here is kdelibs5-data. If you can make sure that you don't need
this package, please remove it and you won't get kde-l10n-engb installed.
