This affects my Toshiba Satellite Pro laptop with Mobility Radeon HD 3400. Latest ATI driver install + running the command "sudo aticonfig --initial -f", seems to have restored the PC to fully working state (including wobbly windows etc).
Note: I had "failed upgrade", "upgrade aborted" at the end of the 9.10 to 10.04 upgrade process. I tried fixing broken packages using synaptic. This did not work. Update spotted that I was missing a fglrx package and I let it try this before I installed the bespoke drivers thinking that this long-term bug might have been fixed (I had the same problem on the last upgrade -- again fixed using the ATI drivers). However, this gave same error. Annoyingly, I couldn't find a way of copying the errors shown in "details" following synaptic's attempt to fix broken packages. No Ctrl-C nor right-click copy-paste was available.
