updated to A32 (from A31) and that seems to have cleared it up. Also, Windows wasn't behaving smoothly (contrary to my prior claim). There were lots of extraneous keyboard events in Windows such that I doubt a Windows user would blame Ubuntu install for this particular problem (or indeed, use that bios update for very long). I haven't used this laptop in a while so the problem was new to me.
