Confirmed fixed on Lucid.

It is possible to set default directory using the command:

zenity --file-selection --directory --filename=$HOME/

Hitting OK on the open dialog will print $HOME (w/o the last slash) to stdout  
Note that it does not work if the last slash is omitted nevertheless this issue 
can be closed
