guys i got it or at least i found one solution
i do change the files with "sudo bash"
and then i fire the server up with "sudo /etc/init.d/icecast start"
it seems that after all it was not a bug ..... sorry for mentioning it here.

icecast2 belongs to icecast2 user, no access with other users , only "sudo 
bash" worked but after that could not start the server with user "root"
