I think I may have this problem on 10.04LTS as well. To be honest, I don't know what 'custom application launchers are', but my gnome panel does freeze every time I start up. The main symptom I see is that the clock stops at whatever the time was when I logged in, but also, the network activity icon seems to be frozen on one of it's swirling images, even though the network is fully connected.
Using 'killall gnome-panel' fixes this for me every time, but I have to do it on every boot. My assistive technologies option was disabled, so I enabled it, logged out/in, disabled it, logged out/in, then rebooted. After this, the problem still exists. I removed the ~/.gnome2 and ~/.gnome2_private directories and rebooted; this made no difference either. The desktop clock really is important to me. Having it show the wrong time is an absolute nuisance.
